Import Requirements for Nigeria

When shipping cars or containers to Nigeria, it’s important to be aware of the following import requirements:

  1. Age Restriction: The minimum acceptable age for cars imported to Nigeria is 14.5 years or less. Vehicles older than this cannot be shipped.
  2. Documentation: Importers must provide several documents for customs clearance, including:
    • Bill of lading
    • Commercial invoice
    • Packing list
    • Form ‘M’ (import declaration form)
    • Single Goods Declaration
    • Product Certificate
    • Certificate of Origin (replacing the previously required Combined Certificate Value & Origin)
  3. Pre-Arrival Assessment Report (PAAR): Importers should submit their import documents online for assessment and clearance prior to the cargo’s arrival using the PAAR system.
  4. Destination Inspection: All imports are inspected upon arrival in Nigeria. This policy has replaced the previous pre-shipment inspection requirement.
  5. Single Window Portal: Traders can access customs regulations, submit documents electronically, track transaction status, and make electronic payments through Nigeria’s Single Window Portal (https://nigerianports.gov.ng/)
  6. Authorized Economic Operator (AEO) Status: The Nigeria Customs Service (NCS) is working to grant AEO status to importers and clearing agents with a satisfactory level of trade compliance.
  7. Fast Track Scheme: Select importers with a history of integrity in their documentation and dealings with NCS may be eligible for the Fast Track scheme, allowing them to bypass certain port inspection processes.
  8. Scanning Equipment: The NCS is in the process of procuring new scanning equipment to improve the accuracy and speed of container inspections.
